Can someone please explain to me how Perry's hit is a penalty?

Perhaps my eye is untrained. Perhaps I'm as blind as a zebra. Perhaps I'm just not thinking of it as a fan of football and I am seeing it as a Packer fan, but how in the hell is this a penalty?

In my opinion, this hit is a textbook hit on a quarterback. He doesn't launch himself at the player. He doesn't lead with his helmet. He doesn't do any of the telltale moves that signify an excessively violent hit on a player. If they say he lead with his helmet, I'm calling bullshit on that. If he hit him straight up and down, he would have gotten flagged for a helmet to helmet hit. If he goes any lower, he does lead with his helmet as he bends over. This hit was textbook, complete with arms wrapping around the player.

It strikes me a lot like Matthews hit on Ponder last year that, again, was textbook, and was flagged. I think we're snakebitten this year with terrible officiating.

So, someone, please set me straight. How exactly was this a penalty.
