Jimmy Graham remains what he was when the Packers foolishly made him the highest paid tight end in the NFL. Seattle did not offer him a contract because they knew who he was and what he was worth. The Packers were unable or unwilling to recognize that Graham was a stiff the day they signed him, and nothing has changed since.
If I understand the rules they are stuck paying him whether they cut him now or at the end of the season.....but cut him they will. When Mercedes Lewis is a better option you know how bad the front office is when they thought signing Graham was a good idea.
